Q: I have just received a fine and penalty points on my licence for not replying to a letter sent by the police as to who was driving my vehicle when being captured by a traffic light camera. I actually did respond to the letter and had witnesses who sent this letter. I have now been informed that the letter was not received and I will be charged a penalty fine and points added to my driving licence for not responding. I would like to know whether the police are allowed to award penalty points for this offence?
A: Whoever the registered keeper of the car is, they are obliged to supply the identity of the driver. Failure to do so will result in a penalty of 6 points awarded to the registered car owner’s licence and a fine of up to £1,000. You can raise an appeal for this as you did send a letter but this may be difficult to prove as your letter was sent without recorded delivery or proof of postage.
I am a disabled driver. I parked my car on the side of a road on a double yellow line and received a penalty charge notice as a result. There were no lines on the pavement and no indication on the road or any display notice stating that the area is subjected to these restrictions. My blue badge was also clearly displayed and I was not parked there for longer than the maximum 3 hours. What should I do?

An MOT was done on my car yesterday, after which my friend who was the car mechanic drive the vehicle to pick me up from work and was involved in another accident. A lady had collided into the back of my car. I went to the scene of the accident and drove the car home as it was still drivable. Once home, I telephoned my car insurance company informing them of what had happened. I was then informed that my insurance could not assist me as I was not in the car when the incident had happened. They advised me to contact the insurance providers of the lady that had collided into my car at the time. I did so but was only able to speak to the underwriting team who advised that they could not do a great deal as the lady in question had not contacted them. What can I do about this problem?
